Yes, Rondon is a good striker, but Dwight Gayle and Jay Rodriguez have both been excellent this season.
They have formed a lethal partnership and their traits are well known by the rest of their teammates.
Throwing Rondon randomly back into the side would cause far too much disruption and the Baggies are better off without him.
