The striker has completed formalities with Burnley and is due to leave the Clarets when his contract expires at the end of June.

The Lancashire club have offered Ings a contract, which was rejected, in order to be entitled to compensation as clubs are entitled to a fee if a player is under 24 and has been offered a new deal.

Premier League rules allow a player to agree a contract with a new club to begin on July 1 and Ings' representatives are due to hold talks with Liverpool this week.

The Anfield club have always been the striker's first choice and once terms are agreed, the two clubs will discuss a compensation fee, but it will go to a tribunal if they don't come to a mutual agreement.

The England Under-21 international has been sought-after after he officially confirmed he would leave Turf Moor once his contract expired on June 30, with interest from a number of Premier League clubs and from Spanish side Real Sociedad.

Tottenham Hotspur remained persistent in their pursuit of Ings, despite being told by the striker that he had no interest in joining the London club, and were reported to have made an offer in excess of £8 million.

Despite reports, the Spurs interest makes no difference on compensation which Liverpool will have to pay. It looks likely that Burnley will receive between £5m and £6m for their star player.

Ings joined Burnley in 2011 for £1m from Bournemouth and has gone on to score 38 times in 122 appearances.
