It has emerged from the 2016 Annual general meeting hosted by the Football League, the Mandatory academy code and the Voluntary Recruitment Code initiative has been approved by the Football League Clubs.

Both codes are attempting to tackle the controversial issue of the under-representation of coaches and managers from Black, Asian and Minority Ethic (BAME) backgrounds.

There has been a number of vociferous advocates of bringing in an initiative to tackle the issue with Gordon Taylor, Sol Campbell and Clark Carlisle all bringing up the issue on a number of occasions.

There have been similarities drawn between the initiative and that of the 'Rooney Rule' which has been used in the NFL in the United States.

Due to the unanimous nature of the support for the initiative, it will be implemented with immediate effect. The Mandatory academy code focuses on providing academy job opportunities for BAME coaches and managers.

As well as the focus on the academy, 10 Football League clubs have agreed to pilot the Voluntary Recruitment Code for first team positions as well.

In the Championship, Birmingham City, Fulham, Huddersfield Town and Wolverhampton Wanderers have all agreed to pilot the initiative.

In League One, Chesterfield, Coventry City, Millwall and Peterborough United are the clubs have all agreed to pilot the initiative in England's third division.

In League Two, only Accrington Stanley and Carlisle United have agreed to pilot the initiative in the Football League's lowest division.

Those that are piloting the 'Voluntary Recruitment Code' will be expected to interview one or more BAME candidate for any First Team managerial/coaching role (where an application has been received) in instances where they run a full recruitment process.

The controversial nature of the initiative is interlinked with the issue of racism in football and also some suggest that the initiative is tokenistic and opportunities shouldn't be provided because of someone's race or religion.

Depending on the success of the initiative at academy level and among the 10 clubs that have agreed to pilot the Voluntary Recruitment Code, it could be implemented across the entirety of the Football League.
