It had been ruled that the Blues had adhered to a business plan put together by the club and the EFL but the governing body has decided to exercise their right to appeal the decision.

Evidently, the EFL feels there is a basis for a challenge to the call and now the Blues will need to defend themselves - though they will also feel that they are in the right given the initial ruling.
