Blackburn Rovers are keen to sign South Korean international midfielder Kim Bo-Kyung - but new work permit regulations are proving a stumbling block, reports the Lancashire Telegraph

Blackburn are currently under a transfer embargo after falling foul of the Financial Fair Play rules, meaning the club can only sign free agents and make loan signings.

Rovers boss Gary Bowyer made his first two signings of the summer earlier this week as French duo striker Fode Koita and midfielder Sacha Petshi joined the Lancashire outfit.

Kim Bo-Kyung is a free agent after leaving Wigan Athletic at the end of the season following their relegation to League One.

He had joined the Latics on a short-term deal in February after having his contract cancelled by mutual consent at Cardiff City, where he had spent the last three years.

The stumbling block for Rovers signing the South Korean international, who has 32 caps, is the changes by the Football Association in giving work permits to players outside the European Union as they look to cut the number of non-EU players.

Under the old rules a player had to have played 75 per cent of their country's competitive matches in the last two years, providing that country was in the top 70 in the FIFA rankings.

That has now been reduced to country's in the top 50 of the FIFA rankings, and South Korea are currently 52nd.

Sheffield Wednesday, Nottingham Forest and Reading are also understood to be eyeing a move to Bo-Kyung but problems with the work permit may mean the midfielder may have to move abroad.

Blackburn are also in financial trouble which had led to the sale of star midfielder Tom Cairney to Fulham and it could lead to strike force Rudy Gestede and Jordan Rhodes being sold.

Bowyer saved Rovers from relegation during the 2012/13 season but has failed in the last two campaigns to register a top six finish.
