The 24-year-old joined Blackburn for £8m from Huddersfield Town in 2012 and the Yorkshire club will stand to collect 20 per cent of any profit made if the striker is sold.

Rhodes has been in fine form since joining Rovers hitting 53 goals 95 games and is under contract with the Lancashire club until 2017.

The Scotland international scored 87 goals in 148 appearances for Huddersfield Town after joining from Ipswich Town in 2009 for a fee believed to be £400,000.

Rhodes started his career at Ipswich Town and a move to Norwich would no doubt anger the Ipswich fans, who were annoyed at the sale of Rhodes to Huddersfield in the first place.

The Canaries will benefit from parachute payments following their relegation from the Premier League last season and are looking to bounce back at the first attempt.

They have recently lost Robert Snodgrass, who joined Hull City for £6m, and they look likely to lose strikers Gary Hooper and Ricky van Wolfswinkel.

But Norwich has splashed out a reported £3m on Lewis Grabban from Bournemouth and recruited another striker in Kyle Lafferty from Palermo.

Blackburn have signed two strikers in Chris Brown and Luke Varney but they are desperate to keep Rhodes in own their bid for a promotion challenge this coming season.
